Adult Protective Services SFY 2026 RFP

On December 1, 2024 the East Central Illinois Area Agency on Aging (ECIAAA) is releasing the required SFY 2026 “Request for Proposal (RFP)” for the provision of Adult Protective Services in east central Illinois. In accordance with competitive solicitation requirements, ECIAAA invites interested parties to apply for funding for the following program:

Adult Protective Services (APS)

Solicited Areas in PSA 05 – Champaign, Clark, Coles, Cumberland, DeWitt, Douglas Edgar, Ford, Iroquois, Livingston, McLean, Macon, Moultrie, Piatt, Shelby and Vermilion Counties

Effective Designation Period with potential extensions for up to 5 additional years:  July 1, 2025 – June 30, 2026

Interested organizations are to request an RFP packet by completing and submitting a “Letter of Intent and Request for Application Packet.”

Program Description 

The Adult Protective Services Program (APS) investigates reports of abuse, neglect, exploitation and self-neglect of adults age 60 or older, and adults age 18-59 with disabilities living the community. APS is locally coordinated through 36 provider agencies. Case workers are trained and certified by the Illinois Department on Aging. Local APS caseworkers investigate allegations and coordinate client service referrals to mitigate risk and assure client health, welfare, and safety.

APS also investigates abuse and financial exploitation of long term care facility residents, when the abuse is perpetrated by someone outside of the facility.

The Illinois State Legislature has not granted APS authority to investigate scams, fraud, or crimes committed by a stranger. In order for a victim to qualify for APS services, they must be neglecting themselves or the abuser must be someone with whom the alleged victim has an established relationship, such as friends, family members, or caregivers. APS does investigate abuse by paid caregivers.

Self-determination is at the heart of the APS program. All APS services are contingent upon client consent, unless the client lacks the cognitive capacity for informed consent.

APS coordinates closely with community partners, including social services, healthcare providers, and local law enforcement. The APS provider is responsible for forming a multi-disciplinary team consisting of local partners from various specified fields who meet a minimum of eight times per year.

APS caseworkers and supervisors must complete certification training through the Illinois Department on Aging. Following this, caseworkers and supervisors must complete 12-14 hours of in-service annually and 11 hours of Recertification training every 3 years in order to maintain their APS credentials. Any staff member taking reports for a provider agency must complete 5 hours of training annually.

APS provides three levels of response. Priority 1 reports, where there is immediate risk to the alleged victim’s health and safety, require an APS caseworker to make contact with the alleged victim within 24 hours. Priority II reports require response within 72 hours. Priority III reports require a response withing 7 calendar days. All APS provider agencies must have on-call procedures for receipt of high-priority reports during non-business hours.

All documentation for the APS program occurs through a web-based portal maintained by the Illinois Department on Aging. Annual program reviews are conducted by IDoA and the AAA, including an Annual Case Record Review, Annual Administrative Review, and Peer Review.

Casework (occurs in the first 60 days after investigation period is closed): $568.00

Follow-Up (monthly): $144.00
